Referring to your telegram of 31st May, discontinuance of indentured emigration from Hong Kong will render very difficult recruitment of coolies for South Africa. Coolies come forward readily if port of embarkation is Hong Kong, partly on account of long established emigration from here, and also owing to full confidence in protection afforded by British officers recruiting in China under convention for Hong Kong as port of embarkation (arrangements with Canton Chinese authorities can easily be arranged for).
